Malcolm Lyle, PE, LEED AP BD+C

Chief Electrical Engineer


Malcolm has been engaged for over 25 years in electrical engineering design, construction support and commissioning.  He has significant experience in the engineering and project management of mission critical facilities such as data centers for commercial, financial, and government institutions.  He has strong experience in power system coordination, critical facilities, power system studies and availability analysis. As electrical engineer, Malcolm will focus design efforts to achieve energy efficiency, reliability, flexibility, and maintainability. 

James Willis, PE

Chief Mechanical Engineer


James joined ONeil Engineering Services in September of 2016 as Chief Mechanical Engineer. James has over 32 years experience in consulting engineering from light commercial designs like apartments, restaurants, offices, and churches to critical facilities, healthcare facilities, higher education, and theatres.  Client support and satisfaction are his top priorities.  James graduated from Oklahoma State University in 1986 with a Bachelor of Science Degree in Mechanical Engineering.  He is a member of ASHRAE and 7x24 International, and is a past president of the Richmond Chapter for each organization.

Patrick J. O'Neil, PE

President


Patrick has over 20 years of experience focused on the engineering design and management of mechanical systems for mission critical facilities, healthcare, commercial, apartment complexes, retirement, and education facilities. Patrick is a graduate of Virginia Military Institute (1994) and a Veteran after serving with the US Army Reserve with 13 years of reserve duty and an active duty tour in Iraq (2002-2003). As President of ONeil Engineering Services, Patrick is responsible for every aspect of the firm's business plan including mechanical, plumbing, and gas piping design, production, and client satisfaction.
